El PP ganó las elecciones generales del 20-N, por mayoría absoluta y están dispuestos a hacerlo valer. Es lógico. Lo que ya no es tan lógico es que, aprovechando la coyuntura, quieran desmantelar los avances que en derechos cívicos se lograron en anteriores legislaturas. De seguir así van a dar la vuelta a la situación, como si fuera un calcetín y nos van a devolver a los años ochenta.
Aún no han transcurrido ni cien días desde que el Gobierno tomara posesión y los nuevos ministros ya han anunciado un aluvión de medidas con las que van a dilapidar los avances sociales y de derechos civiles del Gobierno anterior. Iniciativas como la Ley del aborto, la asignatura de Educación para la Ciudadanía o la píldora del día de después, tienen los días contados. Pero es que el ánimo contra- reformista no se acaba ahí. Se han anunciado cambios en política ambiental, en la Ley de Costas, en la prórroga de vida de las nucleares y el Ministro de Justicia ya ha anunciado que cambiará el sistema de elección del Consejo General del Poder Judicial, Ni Aznar llegó tan lejos en sus ocho años de Gobierno.
A los populares les convendría no olvidar que, más que ganar ellos las elecciones, las perdió el PSOE. El electorado socialista dejó caer al Gobierno de Zapatero por muchas razones, pero la fundamental fue la gestión de la crisis y la nefasta explicación que se dio de las medidas adoptadas. Si los socialistas hubieran recibido el mismo apoyo que en 2008, a día de hoy Mariano Rajoy, casi con toda seguridad, estaría cesante y el PP en la bancada de la oposición del Congreso de Diputados.
El electorado de nuestro país ha cambiado y mucho. Nada tiene que ver con el de hace 15 ó 20 años y ni siquiera con el de antes de la crisis. Cada vez es más volátil y la fidelización del voto cada vez es menor. Pero en las elecciones del 20-N hubo, según mi criterio, un denominador común que fue mucho más allá de las ideologías concretas, y era la determinación a salir de la crisis por encima de cualquier otra consideración.
Eso hizo que se entendiera que el Partido Popular era la formación más capacitada para gestionar la crisis económica y daba la sensación que Mariano Rajoy proponía la vía más pragmática para salir del atolladero económico en el que estábamos y, continuamos, estando, (al menos esa era la opinión de ocho de cada diez nuevos votantes populares).
Es un hecho que la economía se ha convertido en el tema estrella. Nadie espera milagros y todo el mundo sabe que 2012 va ser un año especialmente difícil y eso significa medidas de ajuste duras. Ahora bien, una cosa son ajustes duros y otra, recortes indiscriminados, como por ejemplo la reforma del mercado laboral, que como dice un buen amigo: “Esta reforma del mercado laboral estimula la creación de empleo, como la práctica del amor libre la virginidad”.
Pero lo que resulta lamentable es que este Gobierno se está mostrando fuerte con los débiles y débil con los fuertes. La mencionada reforma del mercado laboral es una muestra de esta afirmación. Otra, es la recomendación a las entidades financieras para que asuman un código de buenas prácticas en casos muy concretos de impago de hipotecas. No es ese el camino. Un gobierno que se precie lo que debe hacer es impulsar una legislación justa y equitativa para las partes. Hacer otra cosa son zarandajas.
Es verdad que la situación es difícil, pero el PP debe saber aprovechar el momento. Ganó las elecciones por una holgada mayoría absoluta y hoy las volvería a ganar. Tiene, por tanto, mucho crédito. Sin embargo, ese capital político se puede dilapidar en muy poco tiempo, si sigue por la senda de la vieja derecha que el Consejo de Ministros ya ha iniciado con medidas de recortes innecesarios que prácticamente nadie reclama, salvo algunos sectores muy minoritarios de la ciudadanía.
Querer modificar las reformas sociales ya asentadas en la sociedad utilizando la legitimidad que le confiere esa mayoría absoluta es un error. Y es un error, primero, porque la ciudadanía no percibe esas nuevas reformas como prioritarias. Y segundo, porque eso puede producir un rechazo en una buena parte de la población que considera esos logros sociales no solo adecuados, sino necesarios. Y la verdad, con la que está cayendo, son ganas de meterse en camisas de once varas.
